Coming Soon! Membership and Chapter Organizing - COFE is committed to activist advocacy, systemic change, networking, education, and communication, so you can begin without waiting for us.  Several chapters are presently forming, so start organizing at your own agency now.  Build a network of committed, competent, capable folk, identify your issues, document the facts and cases, develop an action agenda, go online and design a web site, get nonagency email and a post office box, install a telephone and fax machine, enlist able volunteers, raise funds and set up a bank account, get the OPM guidelines on employee organizations and develop your governance, charter, and bylaws.  Include everyone.  We support coalitions across groups, reflecting diversity, ethics, and competence - e pluribus unum.  Remember what Gandhi said: "We must become the change we seek in the world."  Apply satyagraha (the firmness of truth) and "Speak truth to power."  Be proactive!
